I filed my federal and state taxes via TurboTax on February 28. They were both excepted and I thought I entered information to have my state tax return deducted from my bank account on March 13. I owe Kentucky state taxes but I have not seen anything deducted and wanted to know what I needed to do to make sure, what I/O is deducted from my bank account

Check the Filing Instructions page for your State Return, which should be the first page in your printed or saved PDF file.
It should state that you elected to pay your tax due by direct debit on March 13th.
It may take the bank a few days to actually post the debit to your account from your state Dept. of Revenue.
I am also facing the same issue.
I see on the instruction page "you elected to pay your tax due by direct debit" but that wasn't debited yet from my bank account.
It will probably take a few days before you see it taken from your account. You can check on scheduled federal payments through the IRS website at that link. See the Q and A in the 2nd section about scheduled IRS payments.
Wait a few days and if you are still concerned, contact your state's Department of Revenue - your state may not take the payment until the due date. But if it was scheduled, you won't be charged any penalties.
