State return cost with offer for Fidelity clients

The language on the https://turbotax.intuit.com/affiliate/fidelity page says "may file one federal and one state return with this offer". However, state filing seems to cost $25 extra with Desktop. Is the free state return only working with Online?

Yes, the no cost for state is referring to online only. Desktop is handled differently.
