I have the desktop version and am ready to e-file both state and federal, I followed the link and paid the $19.99 to e-file my PA return but the program will not allow me to move forward, every time I try to file I have to select either pay by credit card or have the cost covered by federal return. I follow the prompts and get the below on a pop up, indicating that the online system confirms that I've paid for the state e-file.
Below is the text that appears when I follow the prompts but when I click out it does not move the needle to allow me to e-file.

13 calls with Turbotax since 2/13/2020...numerous issues with Home and Business 2019..nothing right...In the end. I gave up and filed Federal only....since NOBODY..I mean NOBODY of 13 individuals (9 customer service and 4 experts)could fix the STATE DOWNLOAD...wHAT NOW??? I have screenshots of EVERYTHING DENYING ME ACCESS to STATE FILING..free state denied...when offer to pay again..DENIED!!! Federal hS ALREADY BEEN Accepted by IRS... I PAID $85.00 for this product...I have receipt...activation # and last expert says he finds no record of anything!!!!! I am calling my Credit Card company NOW!!!! NEVER AGAIN!!!!
I am having this exact same issue with my PA return. I paid $19.99 for the state PA efile on my desktop version. When I see that restore purchase screen it takes me back to the TT program and says "Your Payment Didn't Go Through"..."We noticed your payment didn't go through. You can go back to choose another payment method or select Continue to try again."
Weird cause I have a confirmation email from TurboTax saying that I paid and I see it in my credit card statement so what gives? Any one have an update on this?

I am on my third call (after wait-times of >30 min). No one can answer the question.
Hey! Not sure if this helps, but for me I figured out that my computer firewalls were the cause (because I was using my work laptop). I had to use another computer (personal computer) to install and transfer the file over. It worked!
Thanks for the firewall tip! Today and Derick (from TurboTax) ran through everything.
My company has a relatively open firewall policy, but, they have recently installed software (Netskope) which stops the upload of files on this computer to Gmail, and other unapproved websites . Netskope was in fact stopping this file.
a firewall, virus protection or a privacy setting on your computer most likely is the issue preventing the communication. I don't work for TT, just trying to help.

I've had a similar experience the past two years. I've been using TurboTax for 17 years, and I'll never use it again. I've spent all day on the phone with them trying to resolve various issues, and their support is completely useless. They seem to rely on online forums like this, but there is never any useful information. It's frustrating, and they've lost a long-time customer.
