My situation:
I know that I underpaid California state estimated tax (total income greater than 1M, less than 90% of this year's tax was paid through estimated tax and withholding) and I need to pay for the fees. However, even after going through all the process until the end, CA form 5805 is never populated by Turbotax and there is no underpayment penalty being calculated. I could go to the Open Form button and add the form myself but it is all blank and not calculated by Turbotax. I tried looking everywhere in the program to initiate CA state underpayment section but I could not find it anywhere.
I am using Windows version Turbotax Premier if that matters.
Has anyone seen this bug before, and if so, what is the workaround?

I you paid in an amount equal to your income tax for the prior year on a timely basis, you may not be penalized for being late with your tax for this year. So, if that applied to you, you may not be subject to a penalty this year.
