Your employer should withhold taxes for your Resident State.

 

If you have a North Dakota Driver's License, bank account, address, and work there, it sounds like you are a North Dakota resident.

 

If Minnesota tax was withheld on your W-2, you will need to file a Non-Resident State Return to MN.

Sorry, I'm just now seeing that my entire entry questions did not post. I have a Minnesota License and bank account. I work and rent in North Dakota.

 

My employer withheld only ND taxes.

If you are in North Dakota for a temporary job, you could be considered a Non-Resident and file a return there reporting only the ND income/taxes. 

 

You don't mention if you also had Minnesota income.   If so, report all your income to MN.

my only income is from ND, no income from MN.

I have my final estimated numbers in front of me right now and it's stating that for my state refunds:

MN state refund $75

ND state tax due $216

 

How is it that I owe money to ND? I'm a MN resident and only ND taxes have been withheld from my account so why would I owe ND more money?

You shouldn't owe North Dakota, since you have paid tax there on your wages, unless your employer didn't withhold enough taxes.

 

You can check your withholding amounts with your employer.
