Should I have entered my Virginia W-2 in the federal tax section if I only worked in DC but live in Virginia?

Yes.  Any W-2s you receive should be entered on your federal tax return.

Just as an FYI, as far as state income taxes are concerned, Virginia and DC have a reciprocal agreement, which allows residents of one state to request exemption from tax withholding in the other state.  I attach FAQs below.
