Repeated "address" error in DC Sch ELC - help!

I am eligible for the ELC credit in DC but every time I eFile I get a rejection with this error:

/ReturnState/ReturnDataState/SchELC/QualifyingChildInfo/OrgAddress - Data in the return is missing or invalid. Please double check your entries.

I have double checked my entries. I have refiled eleven times now I think, slightly altering the address each time. I even went to http://childcareconnections.osse.dc.gov/MyChildCare/ProviderSearch to get the address that is on file with DC government. Does anyone know why I would still be getting this rejection, and what I can do?
