I qualify for the California Renter's Credit based on the information provided by the California tax board here: https://www.ftb.ca.gov/file/personal/credits/nonrefundable-renters-credit.html . I made less than the $52,421 limit in California, but the Turbotax software is using my federal AGI to determine eligibility, which is higher than that limit, and is not letting me qualify for this deduction. Is it possible to fix this issue?

In order to qualify for the California renter's credit, all of the following must apply:
I just looked at a California test return and experimented with increasing the federal income and adjusting the California income, and the California return still had the renter's credit if the California AGI was under the limit.
You might go through the California adjustments to income section in the California interview again and make sure the California AGI is correct.
