State Tax Refund

Why am I not getting all of my state and local taxes back if I made less than $12,400? I am getting all of the federal taxes back.

The Feds say no tax if income is under 12,400, the state has a different amount.

Correct. State taxes are different from Federal, and each state has its own rules.
