I have two states, Indiana and Maryland. When I try to look at them, I get going in the same loop saying let's download the states, then it says all updated, and I go back to the same loop.
I have tried the uninstall and reinstall.
I have tried the state "fix" noted in others
I have tried the manual update.
Nothing works. Very frustrating and of course, support isn't open on the weekend. Ugh.

Hi lisa200, the same thing is happening to me with a New York State Tax program download. And I concur, uninstall and reinstalling the program does not remedy the situation. I anticipate a rapid solution from turbo Support. Hope your state programs download properly soon!

I did talk with support and here is how the fix works.
On the state fix download, when it says run as administrator, what you do is right click your mouse on the application.
The wrong way was what I did at first. I did not right click on the application. I merely launched the application, selected remove all states, did the update and no states.
The fix is to right click on the application and the following drop down menu will appear.
Then click on run as administrator on the drop down menu.
Then follow the instructions. I selected remove all states. Reopen turbo tax, let it update, and that's when I saw the states I needed downloading and all was fixed.
The support at turbo tax was great.
