Starting downloaded State

I've reached Your State Returns, clicked Start next to the state selection.  I got a message to save the file and then another message saying the State program was up to date.  I click Start and it takes me back to the save the file and program up to date again.  I can't seem to initiate the State program to work on it.  I'd appreciate a solution to their loop.

I'm sorry I can't offer a solution as this has been happening to me almost daily since I filed my taxes 4 days ago. I've emailed TT twice and they have not responded. I am FRUSTRATED and there doesn't seem to be anyone who can answer/fix the problem. My hope is that someone will see that this problem is not exclusively to me, and fix it.
