How do I opt out of the Out of state credit work sheet for Arkansas?

I have entered 0 however, it will not take it out when I review.

1. Open your return, if it's not already open.
2. In the upper right corner, click My Account > Tools.
3. In the pop-up window, select Delete a form.
4. Click Delete next to the Out of State Credit Worksheet and follow the instructions to remove the form.

this does not work.  This error has been posted on. several questions.  Does TurboTax even monitor these questions because I have yet to see them try to answer this.  It's been an ongoing issue for years.
