I did mine & my spouse taxes, then my 2 children - they owe nothing and have no refund for fed & state. I was able to efile the fed, but the state (Michigan) said I had to mail as it was not eligible for e-file (because of the 0$) I did the download to mail and the form is MISSING. It gives me the page for instructions for mailing and the next page is another copy of the Schedule D Form 1040 for the Fed return. Where is my MI-1040?

Found my own answer (sort of) on the state of michigan site.. because my dependents are claimed as a dependent by me, have no refund or tax due, the do not need to file a michigan return, would it have been so hard for the turbo tax page to SAY THAT vs "Your Michigan state tax return (Form MI-1040) shows that you have no balance due nor a refund due to you: DO NOT mail a payment or expect to receive a refund from the Michigan Department of Treasury."
If you have earned income or received a W-2, 1099, etc. you should still file the return so that the State of Michigan knows that you did not owe or have a refund due you. That is why TurboTax is not telling you not to file. It is simply telling you that you do not owe nor are you going to get a refund, but that does not mean that you do not have to file.
Again, you should still file your return.
@JillS56 thanks so much however the software is not giving me a form to file. I have downloaded the prints 10 times and there is no form for Michigan. I cannot efile as it gives me an error that says the tax information does not qualify for efile. My child has 1099Q with nothing taxable and 1099 INT for $5 or so.
She does not need to file. MI Individual Income Tax states: Who Must File a Return
File a return if you owe tax, are due a refund, or your AGI exceeds your exemption allowance. You should also file a Michigan return if you file a federal return, even if you do not owe Michigan tax. This will eliminate unnecessary correspondence from Treasury. If your parents (or someone else) can claim you as a dependent on their return and your AGI is $1,500 or less if single or married filing separately or $3,000 or less if filing a joint return, you do not need to file a return unless you are claiming a refund of withholding.
