You have to file WV/IT-104 NR with your employer to have them only take out the KY tax. WV and KY are reciprocal states so WV will not tax your income. If your employer took out WV taxes, you will need to:

A. That can't be done, for 2024. The info you provided is somewhat limited, but it appears that WV tax was mistakenly withheld on your 2024 W-2.
You have to file a WV nonresident return to get a full refund and file a KY resident return to pay your KY tax.
The WV form has specific instructions for a reciprocal state refund (complete only Part II). Rather than paying TurboTax for WV software, you could try filing that form by hand. It looks pretty simple.
WV and KY have tax reciprocity for W-2 salary and wages. This means that the W-2 income you earn in WV is taxable only by your home state of KY.
As @AmyC said, you should file form it104.pdf with your WV employer so that they do not withhold WV taxes from your pay.
