I may have received a refund that I wasn't supposed to from my state, how should I handle this?

I filed my taxes last month via Turbo Tax and received a check from my state for around $70 from the "Property Tax Relief Fund" but it also has "Earned Income Tax Credit" on the same paper so I'm a little confused. I don't currently pay property taxes since I'm living with family right now. I DID NOT claim on my return that property taxes were being paid by me so I'm not sure why I got a refund if the refund was in fact for property taxes. So my questions are; 

Was I supposed to receive this refund?

And if not, how should I handle it/send it back?
