E-Filing PA non-resident state tax return with no tax due

How do I e-file a PA non-resident state tax return through turbotax home & business when no tax is due? Under the File tab my federal and NY state resident return are listed for filing, but my PA return is nowhere to be found. Any help with this will be greatly appreciated.
