By "retirement" you mean pension income like from a California company? Then, NO.
Pension income like this is taxed in the state where you live, not in the state where you may or may not have worked or where the company is.
No you do not file a CA return. The state the retirement income is being sent from is irrelevant. You pay tax to the state you live in.
