California capital gains: why the subtraction?

It turned out to be a bug triggered by my overriding some totals in the Schedule D.  I don't know if that is fixed.  I was able to get around it by entering data on the 1099-B Worksheets Form 8949 Reporting Exception Transactions instead of the Schedule D.
