your message is confusing. if you e-file both federal and state you get an acceptance or rejection notification for each. so was you federal accepted? if yes, you should be able to go to the IRS website and check your refund status. if that's ok, then you need do nothing more for the federal return
if you're only having problems with the state, what state? some states have not finalized all their forms so rejection would be normal. did you go through the review process before transmitting? that might have warned you if there were problems with the state return. is that the entire wording in the rejection notification. if not what is it. we can't see your returns so you may need to speak with turbo tax support.
