I lived in DC and VA in 2019, however my work did not update my new W4 when I moved. Therefore, I paid only DC tax and no VA tax. The VA tax owed is correct through Turbotax, however, my refund from DC is small ($1669). If you calculate the DC tax rate manually, I should have a refund of $4880.60 (DC has much higher taxes). How do I get this to line up with what Turbo Tax is showing to actually file and receive a refund?

VA and DC have a state reciprocal agreement.

You need to request a refund for some of the DC taxes. Simply submit a completed DC Form D-40B to the mailing address in the form's instructions. Here's a link to that form:D-40B Nonresident request for a refund
I did figure out the answer to this-- VA specifically asks how much income each spouse made in VA, whereas the DC tax return simply asks how much income was made outside of DC (including both spouses). When I added my spouse's income for DC's question, my refund increased to about what I calculated.
