Oregon state return lacks entry for payments or withholding.

My Turbotax Oregon state format does not allow for entering payments (estimated tax pmts). What's up/

It is is the federal section instead of the state. There are 2 ways to get there. 

1. Through the program

1. Go to Federal
2. Deductions and Credits
3. Estimated Tax Payments
4. State estimated taxes for 2019
5. Start

2. Jump using the search/magnifying glass

1. Enter estimated payments
2. click the first answer Go to Estimated Tax Payments
