I have a refund coming to me for my Oregon state taxes of $183.
That was halfway through the Oregon taxes section.
When I went forward to do the kicker section, it said I had a kicker credit of $1124.
But that did not seem to change my Orgon refund, or anything else.
Can anyone explain how this works, or does not work?

I went back through this, and I see that the kicker was - already - figured in, before I even got to the kicker part of the return.
So, all is well.

I got a letter from Oregon after submitting my refund through TurboTax saying my kicker credit was not applied. I do not want to donate it. I want to amend my 2022 filing but do not see the option through turbo tax to apply the credit. Please let me know where I can find this option?
In Oregon for 2023 we get a Kicker rebate. My son's online Turbo computed it correctly using 2022 tax liability BEFORE personal exemptions. My Turbo software incorrectly used tax liability after tax liability. When I got back more money than expected, I had to figure this out. Maybe the software Turbo will eventually be updated.
There are no known issues with TurboTax's kicker computation.
According to 38 Kicker (Oregon surplus) credit in Oregon's Form OR-40 Instructions:
In general, your kicker is a percentage of your total Oregon personal income tax liability for the prior year, as adjusted or amended. Your total personal income tax liability is your Oregon income tax before all payments or credits other than the credit for taxes paid to another state. For 2023, your kicker is 44.28 percent of your 2022 total Oregon personal income tax liability.
