You cannot do that in TurboTax (TT).

In order to do any state return, you must first complete a federal return. All state returns, in TT. require transferring info from the federal return.   So, you have to pay for both federal and state software. 

On-line TT software is no longer available for years before 2018. You can still buy CD or download software. See
