The TABOR will be on Line 35 of your Form 104. In TurboTax, look for the Qualifying for the Colorado sakes tax refund questions. It is under Other Situations on the Summary page.

On the page where it asks for the state refund you received last year, the next question down asks for Total of all your payments and withholding. Not sure what this is?
