I filed my taxes on another website and I was told that the locality code I entered from box 20 of my w-2 is invalid. I entered exactly what was written "New Yor". I'm not sure if I should assume this is the same as New York City resident, which was one of the options from their dropdown menu. I work in Westchester county but live in NYC, so I am not sure if my locality should be where I live or where I work. The support chat from the website said I should ask my employer's HR. My employer's HR said they are not allowed to give me information and I should ask a Tax expert. I don't know what to do at this point. Any advice?

On the W-2, boxes 18, 19 and 20 are for for local wages. Westchester County does not have a local tax. So given that, plus the abbreviation, I would say the taxes are withheld for NYC. Enter NYC for the locality.
