I live in Florida (does not tax unemployent income), but in recent years had earned income in Kansas, so in 2020 when I became unemployed I filed for unemployment in Kansas (as that is were I had earnings). Now, Kansas has sent a 1099-G which includes in the total both their state benefits and the extra federal benefits (weekly $600 / $300), and wants state tax on both! I expected to pay federal tax on both, but only state tax on the Kansas state benefits since as a Florida resident the federal benefits would not be taxable. As a Florida resident, do I owe Kansas state tax on the federal unemployment benefits?

You will owe federal tax and Kansas tax on the unemployment benefits. If you had filed for the unemployment and received it from Florida, you would not owe state taxes on it.
A bill has been proposed in Congress to eliminate federal income taxes on the first $10,200 of unemployment received in 2020. The Coronavirus Unemployment Benefits Tax Relief Act could help many people who are faced with unexpected taxes after having to collect unemployment this year.
Thanks MaryM428. I had already filed unemployment in Kansas before the federal program was announced, and I couldn't collect unemployment simultaneously in two states, so I couldn't file for the federal program in Florida (I also didn't qualify in Florida since I had no income there -- ever).
