For 2022, I worked part of the year for a company out of NY but worked 100% remote in Ohio in a RITA municipality. My w2 for this company is blank in box 18 (local wages) and no local taxes were withheld so when I go to file locally, nothing comes up for this W2. Do I need to add this W2 to my local return and pay taxes on the full amount?

You should report the full amount of income you earned in the RITA municipality you lived in as local wages as you are liable for local RITA tax.
Q. . Do I need to add this W2 to my local return and pay taxes on the full amount?
A. Yes.
If you're using TT to do RITA, put the box 5 amount in box 18, at the W-2 screen in TT. That should get it to transfer. Not that the taxable amount is the box 5 amount and not the box 1 amount.
