I am entitled to the earned income credit on the Ohio return. Turbo Tax even says, "Congratulations, you are entitled!" But the credit does not show up on my refund. What gives here?

Unlike the federal EIC, the Ohio earned income tax credit is non-refundable.
A non-refundable tax credit is a tax credit that can only reduce you tax liability to zero. The credit can't be used to increase your tax refund or to create a tax refund when you wouldn't have already had one.
