NYS return rejected - saying "NYS Wages should not be equal to zero when W-2 shows NY wages"

I am a nonresident of NYS, my only income on a W-2 is from a nonqualified pension 527 plan. It appears on my IT-203 under "Other Income" Line 16.  I have no NYS wages, but my 527 is from when I was a NYS resident.  My W2 does not list a state or  employer state ID number (box 15 is blank), but does give state wages and box 16.  How do I submit the file electronically since NYS says I must file electronically if I use a tax program.

You should contact the company that reported this income to you and get their state tax ID.  If you can't get a number, enter a number in for the state ID.  See this previous TurboTax post regarding the same issue.

W-2 doesn’t have Employer’s state ID No. and it won’t let me e-file.

I think the issue is I have no NYS wages (W2) other than for the 527 plan.  So on the IT-203 (nonresident), I have no wages.  The income from the 527 appears under "Other Wages" Line 16.  I need to figure out how I can get NYS to accept my return without having any wages appearing in line 1 of IT-203.

I have tried by entering the EIN from the federal part of the W2, but NYS still rejects the filing - I think it is all related to having a W2 but no wages entered on line 1.

Based on the way your W-2 is prepared, your return wouldn't able to filed electronically as is. You would need to mail your return. You could include an explanation that your return was rejected several times when filing electronically and include the reject code.
