Do I need to attach a copy of my federal income tax return with my NY state return? I have already e-filed the federal but now need to mail a paper copy of the NY state return. The instructions for the state return say nothing in the assembly instructions about attaching the federal return.

Yes, send a copy of the federal return with NY return. TurboTax will print  the federal return right after the state when you need to attach a copy of the federal return.
