NY State estimated taxes problem with tt deluxe with vouchers

I have refund of 500.00 from NY state, so I put 400.00 towards 2024 NY state estimate taxes and the 100.00 refund but when I e-file my return. it did not let until I schedule voucher payment to a Zero amount. I tried different combination of cancelling voucher and dates, that did not work it gave me the full 500.00 back.

I think there is a problem in TurboTax Deluxe!

I put 400.00 toward 2024 NY State estimate tax and schedule payment voucher with an amount of 1 dollar for all 4 vouchers and then it let me go to the next step.

I been using Turbotax for years, even the dos version.

This the first time something like this came up.
