I was a NY non-resident for 2019. My W-2 box 16 reflects my full earnings for NY state. My office moved from NY to NJ at the end of January and my HR department gave me an exact figure for wages earned while in NY. Do I need to fill out IT-203-B? Or can I directly edit the NY State Amount (line 1) of the IT-203 to reflect my NY state wages?

Yes, you need to fill out IT-203-B. Unfortunately, NY nonresident wages must be allocated to New York according to a fraction, the numerator of which is the number of days worked in New York and denominator of which is the total number of days worked everywhere. I know you have an exact NY wage amount according to your HR department. As such, your allocation should be close to the amount of NY wages on your W-2. This is a favorite area of audit for the NY tax authorities.

One follow up: I'm not an hourly waged worker and receive a fixed monthly salary, irrespective of the number of weekends in the month and paid holidays I take. Do I still need to subtract those 2 sets of days from my working days?
No, if you work more than five days a week, you can exclude the days you did not work.
I live in NJ and work out of a NJ office. For 12 days last year, I worked in the NY office and my company withheld some NY taxes related to this. Thankfully, the Allocation section in NY State TurboTax is giving me a full refund. My concern is that I've tried to find an allocation to see when I don't receive the refund and I ALWAYS get the refund. This is making me think I've done something wrong. When does NY get to collect?
I figured it out. There was a box where you enter in the New York amount on a separate page. If you entered the info in, it will continue to override the calculated amount from the previous page. Also, make sure you enter that you have income from another state on your Personal Info page. It's in the Other State Income section at the bottom. Because this income is included in both W-2s, I wasn't sure if I should consider the second W-2 as "Other Income" and left it blank. If you don't enter another state in the Personal Info page, the NY state form seems to get overridden.
