My income in another state is below the threshold that that state requires for filing. Yet TurboTax is asking me to download the software (and pay extra) to file in that state.
How do I tell TurboTax that I don't meet the requirements for filing in that state? Should I simply not tell Turbo Tax the income is considered earned in that nonresident state?

Yes. If you do not want a refund (if applicable), do not need to claim a credit for taxes paid to other state on your resident return, and are below minimum the minimum filing threshold for the non-resident state, you do not need to tell TurboTax that income was earned in that state.
Remember that this income will be taxed in you state of residence (if your home state has an income tax) with no offsetting credit if you don't file a return in the nonresident state.
