According to the NYS Department of Taxation instructions for form IT-201, Form IT-201 filers do not enter S-103, S-104, S-106, S-107, or S-125 .  Without seeing your return we can't tell why that form was generating (and giving you an error message), but you can delete form S-103 from your return as follows:

 

How do I view and delete forms in TurboTax Online?

  • Open or continue your return in TurboTax.
  • In the left menu, select Tax Tools and then Tools.
  • In the pop-up window Tool Center, choose Delete a form.
  • Select Delete next to the form/schedule/worksheet in the list and follow the instructions.

Nonresidents are no longer able to deduct New York 529 contributions.

 

Refer to the answer by Champ @maglib in NYS IT-225 Non-resident 529 deduction code S-103 is not allowing me to e-file.

 

The instructions for IT-203 say:

Form IT-203 filers: If in 2020 you, as an account owner, made contributions to one or more tuition savings accounts established under New York’s 529 college savings program, then enter that amount, up to $5,000 for an individual, head of household, qualifying widow(er), or married taxpayers filing separately, or up to $10,000 for married taxpayers filing a joint return, in the Total amount column only.

In other words, no amounts should be entered in the New York column.

When I added the contributions I made to my NY 529 as a non resident, but left the NY column as zero as advised, it triggered an error in Turbo Tax that would not allow me to e-file!!! argh.
