I am filing as part year resident as i lived in NJ for 11 months. I have had insurance all year ( 10 months in NJ and two months in another state). For NJ state tax return it asks whether i had insurance coverage all year or not.
Do I have to say no and enter the months i had NJ coverage (all 10) since I was a part time resident or given that I indeed had coverage all year (10 months in NJ and 2 in new state) I would input that yes, i had health insurance coverage all year on the NJ state return

You would say yes to having health insurance all year. The part-year resident return will only reflect your entries up until the last date of your residency in New Jersey.

An additional question, on the NJ state return there's a 'enter other wage income' screen I that says: Include any other other wage income you received, including the portion earned or received while you were a New Jersey resident.
Do i need to include the income from my other state W2? none of this income would be attributable to NJ as I moved to the new state when I started the new job (and it is included on the other state's return) but I'm confused as to what it is asking here.

Are you referring to the following screen?
If so, these amounts would be listed on your W-2 Form under Box 12 or Box 10 for dependent care benefits.

And to answer your question, as long as you have entered everything into the federal interview section from your W-2 for New Jersey, you do not need to enter anything on this screen.
This screen is basically trying to make sure you pick up any New Jersey source income which may have not been listed on your W-2 form in the state section.
