I tried to send in my estimated tax payment for 2019 and the form is not available

Go to the State section in TurboTax and after the Deduction and Credits there is a section in the state called,

A few things before we wrap up state taxes

and towards the bottom is Other tax Forms

this is where the NJ Estimated Tax Payments are.

You can file your estimated tax online if you are paying electronically. Otherwise, you must file a Declaration of Estimated Tax Voucher (Form NJ-1040-ES) with your payment. Make your check or money order payable to State of New Jersey – TGI.
