How do I get back in/on to finish my state tax return?

I have finished my federal and it is already accepted, Now I want to do my STATE tax returns, But it is going in the loop and not getting the page to finish the tax returns. And Smart Check Results showing as
Congratulations! We reviewed your Connecticut return and everything looks good. But, not able to finish, No File option. When I click continue on smart check page, it is taking me back to review page, and there is no option to file only a state taxes.

My state forms won’t download

Once your state forms are ready, you have e-filed your Federal tax return and it has been accepted, then you can follow the steps below to file your State return:

1. Login to your TurboTax account.
2. In the Welcome Home box, click Visit My Tax Timeline at the bottom.
3. In the SOME THINGS YOU CAN DO section, click Add a state.
4. Click on the State Taxes tab.
5. Click Continue to start or complete your state taxes.
6. Click Done with State.
7. Continue through the flow to review and file your state taxes.

You may want to review the State Taxes section to confirm the return is complete.

It says I've already transmitted my taxes and won't let me do it again... yet my state taxes say "started"... why can't I complete my state taxes?  It also won't let me print them to file by mail. FRUSTRATING!!!!

I was trying to get back to my state tax and my computer shut down. I thought I just logged into my account.
