Actually, you don't need to file a full nonresident DC tax return to get those $$ back.
You just go to the DC tax website...get a form D-40B Fill it out and attach a copy of your W-2 showing the erroneous DC Withholding, and mail it to them.

At least one other state in the DC area also has similar shortcut to getting accidental withholding refunded...probably because those states don't want the extra processing that comes with people filing FULL non-resident tax returns.

TTX apparently will have the form D-40B in the DC formset for printing and mail-filing later this month....but it cannot be e-filed...and why pay for the entire DC formset if it's single-one-page free PDF form on the DC website.
