Since you consider IL your permanent residence, IL will remain your permanent residence for the entire year even if you lived and worked in another state temporarily.
Regarding your WI-sourced wages -
Because IL and WI have a reciprocal agreement related to wage income (which allows nonresidents to not have nonresident state withholding taxes taken out for wages earned in the reciprocal state), you will not have to file a WI state income tax return (just include all this WI-sourced earnings on your IL resident state income tax return).
Regarding your GA-sourced wages -
However, IL and GA do not have such an agreement so for your GA-source income you will need to file a GA nonresident state income tax return (to report your GA source income only - your GA wages). You will also include these GA-source wages (along with all your other income) on an IL resident state tax return. You will get a state income tax credit in IL for any GA state income taxes that you paid on your nonresident GA state income tax return.
You will want to work on your nonresident GA state income tax return first. You will then take a tax credit from your nonresident GA state income taxes on your resident IL state income tax return. (Please note that you will only get a tax credit for your GA state income taxes up to the amount of IL state income taxes that would have been paid if the income was earned in IL). The credit for taxes paid to another state section will be at the end of your residence state's interview process.
Just follow the TurboTax guide when working on your states (remembering to do your nonresident state return first) and TurboTax will do all the calculations and credits to your resident states return
