If I live in RI and am filing as as RI resident and RI W2s but also had 1 short term job in MA (making under $1,000 annually) do I have to file MA state taxes? I'm assuming I still have to file MA federal taxes?

Each state is different. Put all of your income on your federal return and TurboTax will determine whether or not you need to file a non-resident return after you go through the state return interview. Complete the MA return before you complete the RI return so that you get credit for any tax you pay to MA on your RI return.
In Massachusetts: Individuals are required to file if Massachusettssource income exceeds the individual’s apportioned personal exemption. Nonresidents must multiply the personal exemption amount ($4,400 Single or MFS, $6,800 HOH, or $8,800 MFJ) by a ratio of Massachusetts income to total income. TurboTax will do this for you. All you need to do is enter your tax forms in the federal section and go through the non-resident state interview to find out if you have to file a return in MA.

On mass.gov it says
"If you're a nonresident with an annual Massachusetts gross income of more than either $8,000 or the prorated personal exemption, whichever is less, you must file a Massachusetts tax return."
Since my gross income from Mass is less than $1,000 then I'm assuming I do not need to file a MA state return?
You are correct.
Since your Massachusetts source income was below the $8,000 threshold for nonresidents, you do not have a filing requirement there.
