moved from home state to another state

A relative moved from VA to SD and earned income there half of 2024. How should he file his taxes?

If it was a permanent move, he should file a part year Virginia return.  He will report the income he earned in Virginia.  South Dakota does not have a personal income tax so he would not have to file for South Dakota.  Note: if it was not a permanent move, he would have to file Virginia Resident return and report all the income, even the SD income.
