I moved from Brazil to CA in 2018 and continued to be paid by my Brazil-based employer. It has no US address so no W-2. For the federal return, I declare full-year income. However, since I moved to CA in 2018 I should declare income for CA only after the move date. It is not clear where/how to adjust that in Turbo Tax. Would this be "Other Adjustments to Income" under Miscellaneous?

Yes, you would use the Adjustments section to allocate income for California.
