Review of MO tax returns to Check This Entry, Form MO-A: TP - Property tax should not exceed $ which is the total tax claimed on your federal return. The amount I recorded matches the amount on federal return. A pop up window displaying MO nonresident property tax smart worksheet indicates amounts reported for A - Nonresident property tax claimed on Federal return, B - Total state and local tax claimed on Federal return, C - Line A divided by line B if Federal Schedule A has a limit on State & Local taxdeduction, else enter amount from line A to line 5, D Line D multiplied by Federal limit on State & Local Tax.
I'm confused as how to properly apply these amounts. Please advise.

It depends on what has been entered so far. From the instructions, the maximum real estate tax you can claim is the amount of tax you paid on your 2019 real estate tax receipt only or $1,100, whichever is less. See 2019 Missouri DOR 2019 MO-PTC Instructions Property Tax Credit Claim, page 6.

Missouri Nonresidents/Residents with Other State Income FAQs
I believe I'm having the same issue. I moved from Missouri to Florida. I had real estate taxes in both states. I reported the total amount on Federal Schedule A, 5b. On Form MO-A, I took the amount of Florida real estate taxes and input that in the Nonresident Property Tax Smart Worksheet: line A, and on line 5. I get the same error on MO-A. " MO-A: TP - Property tax total taxpayer and spouse nonresident personal property tax entered should not exceed $ which is the total tax claimed on your federal return" and the highlighted cell is Nonresident Property Tax Smart Worksheet: line A. I'm not sure what to do other than ignore the warning since I think I did it correctly based on the form instructions and Missouri FAQs.
