I am going to fill out my MN state by hand with forms and instructions form the state. I found with Turbo Tax that I had $555 on line 32 of form M1NC. It told me it should be entered on line 16 of form M1M. It was not so it looks like something in the algorithm is not right.

Line 16 on the 2020 MINC is your total amount of nonrefundable credits, which flows from Line 17 of Schedule M1C.
Line 32 on the 2020 MINC is a subtotal of Lines 1 through 31 on this form. If you are not able to subtotal these lines and get to the total shown on Line 32, please let us know and we can further assist you.
Your Renter's Property Tax Refund, Form M1PR, can be prepared from TurboTax, but it must be printed and mailed separately, along with your completed Certificate of Rent Paid (CRP) from your landlord. The CRP shows how much rent you paid during the tax year. This form cannot be e-filed.
To access your Form M1PR, you will have to go through your state interview in TurboTax. Towards the end, you will get to a screen titled Other Forms You May Need. Click on Start next to the option for Renter’s Property Tax Refund and follow the on-screen instructions.
