Missouri has yet to give me my tax return and they owe me $1K and it's been more than 45 days since I filed 4/12/19. Does the max audit defense service cover this issue?

No, audit defense does not help with the state being slow to issue your refund.

Make sure your state return was accepted:  https://turbotax.intuit.com/tax-tools/efile-status-lookup/

Federal and state refunds come from completely separate entities.  You cannot expect them to arrive at the same time.
