Unfortunately, you will get this error message until the MA Dept of Revenue has finalized this form. No returns are being accepted for processing as of yet, anyway, so please check back in about a week or two (as the IRS is stating they will begin processing on February 12th and many States are doing their best to follow suit).

Some states (and the IRS) seem to follow the same approval schedule, year after year. 

You can still e-file your federal return even if you have to mail in your Massachusetts return.  Keep in mind, however, that the IRS won't even start processing returns until February 12.

Does anyone know why this blocking me from efiling?! I've been efiling for years now and this is new for me... will this form be available soon or will I have to mail in my state

According to this, Form INC is available for print on 01/20 but unsupported for efile.
