I have almost finished my return for federal and state! (yay!) but i know there is a penalty for not having health insurance (boo!), but it says i don't have a penalty (yay?!).
I didn't have insurance at all last year so my penalty should be rather high, but TT is saying I do not have one because I didn't make enough money this year. I am rather confused. I was made roughly 13k in unemployment and 14k wages and tips, so 27kish?
is TT busted and getting my hopes up?

Based on income alone, you should have the penalty, Check the list below for exemptions.
The individual mandate penalty applies only to adults who can afford health insurance. If, according to the state affordability schedule, you have no affordable options, you won't be penalized. There's no penalty if your income is at or below 150% of the federal poverty level because there is no premium and therefore no penalty.
To appeal a penalty, you have to show that you experienced any of the following hardships during the tax year:
See TIR 20-1: Individual Mandate Penalties for Tax Year 2020.
Ok, so my state should be -300... but why it TT saying that I dont have to pay based on income?
It is based on the 150% income of federal poverty level, which is based on your family size.
See TIR 20-1: Individual Mandate Penalties for the amounts.
