I live in Tennessee and work in Arkansas. Why do I have to pay Arkansas state income tax

You would pay Arkansas tax on the income you earned there as a Non-Resident.

Your home state of Tennessee would give you a credit for tax paid to Arkansas on your Resident Return there, where you report all your income.
