I just efiled my 2020 Kansas return and noticed that Turbotax automatically generated Kansas 2021 Estimated Tax Payment vouchers as part of my 2020 Kansas Return. I had to make an estimated payment for 2020, but my income situation will be different in 2021 and I do not meet the criteria to have to pay 2021 Estimated Tax. Do I need to amend my 2020 Kansas return or should I call Kansas Dept of Revenue about it? Does Turbotax actually file these vouchers with Kansas ahead of time?

No, estimated tax vouchers are printed as a convenience for you, in case your 2021 tax situation will be the same as your 2020 tax situation.
TurboTax does not e-file these vouchers (even though they are printed with your return, you absolutely do not have to use them). If you have counted on your fingers and realize that you will not need to pay any estimated taxes for 2021, then just don't use them.
Even if you do want to use them, there is no requirement to use the numbers preprinted on the vouchers - you can scratch out the TurboTax number and write in your own.
Don't amend your return, don't call the state, just decide if you want to use them or not.
