I reported this to Turbotax but figured I should share this on the forum since it may affect others. My spouse and I are nonresidents for New York, but my spouse has NY source income. We filed federally MFJ, so NY requires that we file MFJ, too.
When we indicate that only my spouse has NY source income, Turbotax correctly generates an IT-203-C, puts my spouse's name and social security number first on the IT-203, removes my name, and includes only my social security number as described on the instructions for the IT-203-C.
However, TurboTax incorrectly incorrectly includes both my name and my spouse's name and includes only my SSN at the top of other forms filed with the IT-203, like IT-196, IT-225, etc. These forms indicate that they should be filled with "Names as shown on return" or "Name(s) as shown on your Form IT-201 or IT-203." Turbotax is not pulling the names from the IT-203, and instead is sourcing them from the NY info worksheet, which is itself sourcing from the federal info worksheet.
So, despite getting the IT-203 correct when filing MFJ as NY nonresidents when only one spouse has NY source income, other forms are not filling in correctly. When I called Turbotax to suggest that this bug in the software should be fixed, they suggested that I should consider amending my already-filed federal return to put my spouse's name first. Would definitely love to see this clear error get fixed.

Make sure you have ran all updates.
If using TurboTax Online: Clear your cache and cookies. See this FAQ, for your particular browser.
If using TurboTax Desktop: Please see this FAQ.
Yes, this is still how Turbotax Desktop is behaving after running updates.
Yes, the Federal Info Worksheet details will transfer to the New York Info Worksheet, as you said.
If your name is first on your return, your SSN will show on the forms.
However, in Efiling, this won't affect the accuracy of the return information, as it is basically 'page header' info and not part of the tax return data.
